Brian Roth
Chief Financial Officer

Brian Roth is Chief Financial Officer and Director of Human Resources for the Texas Commission on Law Enforcement (TCOLE), a dual role he has held since 2006.

He began at TCOLE in 2002 as an Accountant, working directly in governmental accounting, state financial systems, and regulatory compliance before assuming the agency's senior financial role. Brian leads the Commission's finance and human resources operations with an emphasis on transparent financial reporting, disciplined fiscal control, and active management of agency risk.

As CFO, Brian is accountable for the accuracy and integrity of TCOLE's financial information, from individual transactions to the agency-level reports that inform executive leadership, state and federal oversight agencies, and the Texas Legislature. He directs strategic planning, legislative appropriations, budget development, financial and performance reporting, grants management, procurement, payroll, asset management, policies, and facilities. Across these functions he identifies and manages the agency's strategic and operational risk and coordinates its internal audit activity. Brian also represents the Commission before the Legislature, testifying before committees and advising on fiscal and policy matters.

As Director of Human Resources, Brian manages personnel policy, regulatory compliance, workforce planning, benefits and compensation, and internal investigations of grievances and complaints. He advises agency leadership and staff on human resources law and policy. He also believes that an agency responsible for the training standards of Texas peace officers should hold its own workforce to that same standard, and he is a consistent advocate for continual learning and professional development at TCOLE.

Before joining TCOLE, Brian worked in the pharmaceutical and semiconductor industries. He holds a BA in International Studies with a Business Concentration and an MBA, both from Texas State University, and is a graduate of the Texas Fiscal Officers Academy.
