Jessica Capraro brings over two decades of experience in Texas state government, with most of her career dedicated to information technology roles supporting mission‑critical public services. She has spent more than 14 years with the Texas Commission on Law Enforcement, where her experience spans customer service, licensing and credentialing, and technology leadership. As Chief Information Officer, Jessica oversees TCOLE’s software engineering, network and cybersecurity, and help desk teams.

With a strong focus on modernization, Jessica leads ongoing efforts to digitize TCOLE’s legacy services and strengthen the agency’s technology infrastructure. Her team’s mission is to build user‑friendly digital tools that make it easier for law enforcement professionals to remain compliant with TCOLE requirements — without needing to be TCOLE experts. Known for a collaborative, service‑oriented leadership style, Jessica is strongly committed to public service and takes great pride in supporting and positively impacting Texas law enforcement by delivering tools that help them work more efficiently and independently.
