What Is OTRR?

OTRR is the statewide database created in partnership with OpenText to support the Sunset legislation passed by the 88th Legislature. It will serve as the new system of record for employment history documents for Texas license holders and becomes available June 2026.

The system will replace the TCOLE SecureShare (TSS) system over the coming months. While both systems will run concurrently for a period, no new TSS users will be accepted once decommissioning begins.

TSS will be phased out but will remain available during a short transition period.
Use TSS only if the target agency does not yet have OTRR uploaders.

The chief administrator remains accountable for compliance during both systems' operation.

Primary System Uses

Agencies will use OTRR to submit and retrieve:

  • Personnel files and Misconduct Investigation Reports (MIR) uploaded within 30 days of separation
  • Requesting and viewing the contents of personnel files for hiring purposes

Background investigators use OTRR to securely request and review personnel files from previous employers with licensee consent.
